Because he keeps giving hacks a pass when they willfully misrepresent something that is said. The sentence in question is not "easy to misread" if you are, like Ramesh Ponnuru, a summa cum laude graduate of one of the top 10 universities in the world. I seemed to comprehend it just fine despite being in a significantly weakened state of mental agility and having a degree from only a lowly Canadian school.
